The city fathers of Erie, Pennsylvania had a mission. Concerned about what they felt to be a recent increase in nude live entertainment within the city, they drafted an ordinance that would consign the lap-dancing divas of Kandyland to a life of virtue or, at least, to the imposed purity of pasties and G-strings.The city council insisted it was not against nudity--in legitimate theater or art or, as one politician fondly recalled, skinny-dipping in the high school swimming pool during gym class....
