Mandatory Minimums"Who Goes Free?" by Chip Rowe (The Playboy Forum, December) describes several lucky drug offenders who got the nod from President Clinton and were granted clemency. We applaud the use of presidential power to correct egregious sentences, but the clemencies do not address the real problem.
