(1) Judges must be proactive.Judges tend to be idealists who believe everyone respects the sanctity of the court. In reality they are dealing with the dregs of society. They also tend to think security isn't their problem. But bailiffs are there only to execute orders. Judges need to make sure their courts don't contain potential weapons.
