Daniel Wattenberg argues in "Obsolete Weapons" (December) that with a handgun ban off the table as a result of the Supreme Court's District of Columbia v. Heller and McDonald v. Chicago decisions, gun owners will become immune to the National Rifle Association's alarmist rhetoric and embrace a more genteel golden age focused on litigation.
