Robert Levine says "higher oil prices are inevitable" ("Cheap and Crude," Forum, April). His solution for dealing with changing oil prices: Slap a tax on gasoline to make alternatives affordable. I have searched in vain for evidence that this would work. Fixing climate change is the only valid reason to encourage large-scale adoption of alternatives to fossil gasoline. It requires a global cap on carbon dioxide emissions from burning fossil fuels, which need to be phased out...
