On July 6, 1976--two days after our Bicentennial birthday--the Nixon appointees to the Supreme Court took the Bill of Rights into a basement room, tortured it for several hours and, finally, left it to die in isolation. The event was the coup de gràce of a six-month assault on civil liberties.
