Last fall, Peter Bourne, Special Assistant to the President for Health Services, announced the creation of a White House Office of Drug Abuse Policy. The new Administration, he said, wanted "to create an atmosphere in which drugs can be used objectively and utilized effectively . . . on a purely scientific basis not colored by past history."
