Tricks and TreatsRotterdam--The Netherlands long ago granted legal status to sexual entrepreneurs--at least to individual prostitutes. The country has now revoked the law against procuring--which opens the way for brothels. Rotterdam is planning a 50-room, 24-hour sexual pleasure dome, ostensibly to control disease, reduce crime and keep brothels out of residential areas.
