Hard Heads BelowBrussels, Belgium--The insurers of the Moscow State Circus say they will no longer cover tightrope walkers, acrobats or jugglers unless they wear hard hats. The policy is designed to comply with a European Union law stating that people who work at heights above that of a stepladder must wear protective gear.
