1. Gate the lake.New Orleans drowned mainly because Katrina pushed a sea surge into Lake Pontchartrain, overwhelming the city canals. Erecting huge gates in the narrow channel that allows water from the Gulf to flow into the lake would hold hack any sea surge, preventing water levels from getting dangerously high.
